Linquest Corporation Budget Analyst / Mission Resource Advisor- STARCOM in Colorado Springs, Colorado

Description

LinQuest is seeking a Budget Analyst / Mission Resource Advisor to support the Headquarters Space Operations Command (HQ SpOC) Satellite Communications (SATCOM) Mission Area Team. This position is located on Peterson Space Force Base in Colorado Springs, CO. An active TS/SCI clearance is REQUIRED.

The HQ SpOC generates, presents, and sustains combat-ready intelligence, cyber, space and combat support forces and serves as the USSF Service Component to USSPACECOM.

A strong candidate has financial management experience with space mission areas. In this position, you will:

  • Provide yearly financial execution support to HQ STARCOM

  • Enable STARCOM’s ability to execute budgetary actions based on technical feasibility as well as financial and program performance.

  • Provide direct financial management support to HQ STARCOM for RDT&E equities

  • Draft and review execution plans, providing weekly financial reports, and process/review purchase requests within the DEAMS system.

  • Provide financial analysis for current year and future year budgets.

  • Brief Customers on funds execution, obligations/ expenditures.

  • Coordinate with Program Offices and stakeholders on funds execution, obligations/expenditures and Comprehensive Cost and Requirements System (CCaRS) reconciliation.

  • Formulate other financial related documents that justify the funding requirements.

  • Assist with POM options.

  • Support data entry into and analysis of data generated by CCaRS.

  • Execute support in accordance with Financial Improvement Audit Readiness (FIAR) protocols and standards.

  • Brief senior leadership and decision makers through corporate processes.

  • Conduct HQ STARCOM funding and programming actions

  • Support HQ STARCOM corporate processes, POM/UFR working groups and data calls

  • Conduct Future Year Defense Program (FYDP) budget review and identify mission requirements

  • Draft, track, and reconcile funding documents (e.g., AF Form 9, Military Interdepartmental Purchase Requests)

  • Monitor financial system flows to ensure funding documents are processed

  • Liaise with other Field Commands and Headquarters organizations on STARCOM funding requirements

  • Travel may be required for limited durations to support Customer events

Required Skills/Experience:

  • 5+ years of Budget Analyst, Resource Advisor (or equivalent) experience at the MAJCOM, Wing, or Squadron level

  • BA/BS degree (5+ years of relevant experience may substitute)

  • Experience with RDT&E multi-year funding

  • Experience with providing strategic advice, technical guidance, analysis and recommendations

  • Familiarity with fiscal resource and processes management tools including Automated Budget Interactive Data Environment System (ABIDES), Comprehensive Cost and Requirements System (CCaRS), Financial Management Suite (FM Suite) including FM Suite Funds Request and Certification (FRC) module, Commander’s Resource Integrated System (CRIS), Defense Enterprise Accounting and Management (DEAMS), and Dormant Account Review Quarterly (DARQ) software

  • Ability to multi-task and produce high-quality products in a high-tempo, collaborative environment

  • Proficiency with Microsoft Office Suite (i.e., Word, Excel)

  • Excellent oral and written communication skills

  • Accustomed to professionally working with internal and external senior leaders, offices, directorates, and action officers.

  • An active TS/SCI clearance is required for this position

  • The ability to work in a secure, confined location (i.e., SCIF).

Preferred Skills/Experience:

  • Familiarity with RDT&E portfolios.

  • Headquarters experience in the US Space Force, US Air Force, Combatant Command, SpOC, STARCOM or equivalent

  • Experience with US Space Force weapon systems and missions

Compensation for Colorado: Starting salary ranges from $115,000 to $125,000, depending on relevant experience and qualifications
