Parsons is now hiring a Program Director for our Roads and Highways - Greater Toronto Region who can lead a team of professionals overseeing every phase of large-scale projects and programs for provincial, regional, and municipal clients.

In this role you will lead a large team of professional across multiple offices in the design of multi-million-dollar road infrastructure projects, will take a leadership role in developing and executing our business plan for civil roads and highways, and will oversee, manage, and build our highways engineering team and portfolio of clients.

Responsibilities:
• Acts as the Highways Director overseeing large team over multiple offices/regions.
• Act as a Project Manager and/or Team leader in relevant projects, tasks, and other assignments, including preparation of technical reports and documentation of activity for clients and project management and promoting technical excellence and quality assurance of project tasks and deliverables.
• Ideally, should be able to be identified under MTO's RAQS category for Detailed Design - Major Reconstruction and/or Widening and/or other relevant RAQS categories.
• Manage, coach, motivate and provide leadership for staff to provide high-quality services and innovative solutions to complex roadway and infrastructure design challenges involving multiple stakeholders.
• Lead and oversee the preparation of technical reports and documentation of activity for clients and project management and promoting technical excellence and quality assurance of project tasks and deliverables.
• Provide effective and efficient management of relevant day-to-day operations, including scheduling, assigning, and reviewing work to achieve project objectives and outcome measures.
• Assist in business development activities and undertake leadership roles in proposal preparation including assistance in developing project methodology, work programs, schedules, and budgets.
• Maintain an awareness of trends, developments and advancements in relevant fields and broader industry to retain technical competency and provide state-of-the-art services and advice to our clients.
• Acts as the representative with clients and selected subcontractors during project execution.
• Collaborates with Business Development to market and secure additional work with provincial, regional, and municipal clients.
• Involved in the response to RFP process, to secure additional work.
• Responsible for following up on instructions and commitments associated with the project.
• Participates in negotiations with regulatory agencies and in public meetings in support of clients.
• Oversees establishment of Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required.
• Establishes the program requirements for all areas of the project and monitors the draft and final deliverables for adherence to these criteria.
• Responsible for the development and distribution of a one- to two-page description of the project to all members of the project team for reference.
• Provides direction and management for every phase of significant projects or programs to assure on schedule completion within or below budget and in accordance with contractual obligations.
• Mobilizes company resources, through liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work.
Discusses the qualifications required of the key project positions in specific detail with the profit center and department managers.
• Collaborates with the office facilities staff to address project space requirements.
• Works with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for the various elements of a project.
• Ensures that the project meets or exceeds goals established in these plans.
• Works with the key project individual to devise and execute actions plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work. Advises the client and company management of any such changes.
• Promotes technical and commercial excellence on the project through application of Quality Assurance processes.
• Performs other responsibilities associated with this position as may be appropriate.
Qualifications:
• Bachelor's degree in Engineering (or related field)
• Must be Registered as Professional Engineer in Ontario (P.Eng.).
• 20+ of relevant technical experience, including 8 years of successful technical leadership and project management experience with various MTO regions and major municipalities. Experience with Central Region an asset.
• Significant managerial experience of a large group of Engineers, Designers, and technical support personnel
• Demonstrated ability and experience in training, mentoring, motivating, leading, and supervising a team of highly qualified professional staff
• Excellent written and oral communications skills
• Applied knowledge of published standards and guidelines from provincial and municipal governments and associations.
• Excellent understanding of relevant and highway engineering issues and stakeholders’ requirements.
• Proficient in the application of specialized engineering and assessments software.
• Thorough knowledge of industry practices and regulations are required
