Department Summary:

MITRE’s Law Enforcement (LE) and U.S. Coast Guard Department focuses on operational support across a broad range of mission outcome areas for Homeland Security sponsors. The LE & USCG Department strives to provide excellence in systems engineering, operational modeling, cybersecurity, intelligence analysis, AI/ML data analytics, sensor systems, and terrestrial & satellite communications with an emphasis on both analytical and lab-based experimentation.

MITRE is seeking an experienced Senior Cyber Analyst who will lead high-visibility efforts with significant impact to the safety and security of the United States. The position will work closely with sponsor staff and regularly engage with senior leaders to understand their priorities and shape work, and they will be a strong collaborator across the Division and MITRE Public Sector (MPS). Major focus areas include criminal network analysis and disruption, digital marketplaces, and transnational criminal organizations and associated activities. Additional areas of responsibility include cybercrime investigation improvement, cyber-mission systems engineering and guidance, system-of-system engineering, data engineering and analysis, experimentation, communications, and acquisition. The successful candidate will have an advanced degree in a cyber- or STEM-related field as well as demonstrated experience with cyber investigations.

Roles and Responsibilities:

In this role, the selected candidate will provide strategic and operational leadership as a trusted advisor to senior leaders within the sponsor’s organization in the areas of analysis and tradecraft in the fight against crime. Further, the selected candidate will contribute to efforts related to:

  • Utilize sponsor capabilities, personal open-source intelligence expertise, and innovative tradecraft to analyze and report on online criminal networks and associated activities.

  • Perform analysis on data gathered from the sponsor, opensource, and commercial resources to reveal and map complex social networks involving individuals, organizations, companies, and online communities of interest.

  • Integrate multiple open-source tools and techniques to acquire targeted information including social media, business ownership structures, and publicly available records for individuals and organizations of interest.

  • Prepare comprehensive written reports, presentations, and charts based on research, collection, and analysis of data for the sponsor.

  • Develop new and innovative methodologies to incorporate into existing technologies by applying theoretical expertise.

  • Champion capability maturation through personnel acquisition and development as well as perform source and capability gap analysis and address appropriately.

  • Provide guidance and mentorship to junior project staff to facilitate their understanding of projects and develop their technical proficiency.

  • Contribute to the technical work program.

  • Maintain a presence at the Sponsor Site – Washington, D.C.

  • Willingness to travel (up to 20%)

Basic Qualifications:

  • Must have an active TOP SECRET clearance with the ability to obtain and maintain TS/SCI Clearance.

  • Requires a minimum of 5 years of related experience with a Bachelor’s degree; or 3 years and a Master’s degree; or a PhD with relevant experience who can immediately contribute at this job step; or equivalent combination of related education and work experience.

  • Extensive, demonstrated experience and proficiency performing attribution analysis, targeting, and/or network analysis utilizing strong organizational and interpersonal skills, with the ability to handle multiple projects and tasks simultaneously.

  • Demonstrated ability to utilize multiple sources of information or intelligence, normalize and fuse the disparate data sources, and create targeted analytical products, briefs, and training materials for a diverse audience, including foreign partners and executive leadership. Possess an understanding of how digital forensics can contribute to these products.

  • In-depth knowledge and experience supporting law enforcement, military, or intelligence operations through the development of targeted products, briefing of key stakeholders, and managing requirements and requests for service.

  • Previous experience with international or domestic violent extremism, human trafficking and smuggling, narcotics and hate groups.

  • Proven track record operating in a fast-paced environment and providing real-time analysis, as well as immediate analytical responses to critical events.

  • Strong analytical and problem-solving skills, with the ability to collect, analyze, and interpret large datasets using a variety of tools and methodologies. Experience managing and prioritizing bulk data requests, as well as working with partners to analyze and interpret data.

  • Ability to work with leadership and developers to perform technical capability gap analysis as well as provide feedback on in-house tool development and testing/evaluating commercially available tools.

  • Possess experience using industry standard tools, such as Maltego, AnalystNotebook, Shodan, etc.

  • Maintain accurate records and documentation detailing discoveries and investigative methods.

  • Ability to think outside the box and be willing to explore new research and technical domains to include sensor and communications systems, cloud computing, and intelligence analysis.

  • Excellent written & verbal communication skills, including effective technical presentation skills.

  • Experience operating in support of Senior Executives, Military, and Law Enforcement staff.

  • Demonstrated ability to build and sustain trusted sponsor relationships.

  • BS degree in a cyber- or STEM-related field

  • This position requires a minimum of 50% hybrid on-site presence with the Sponsor.

Preferred Qualifications:

  • 4 or more years’ experience supporting analytic projects.

  • Ability to quickly respond to changing program and political environment while keeping strategic focus intact.

  • MS degree in a cyber- or STEM-related field
