U.S. Air Force - Agency Wide MANAGEMENT ANALYSIS OFFICER (STRATEGIC OPERATIONS) in Peterson AFB, Colorado

Responsibilities PRIMARY PURPOSE: To serve as the Senior Operations Strategic Officer for the United States Northern Command (USNORTHCOM), Directorate of Operations (J3). Consolidates, analyzes, monitors, and adjusts workflows while reinforcing strategic and operational direction of the Directorate to meet Command objectives. Supports the Director in ensuring operational efforts are synchronized and aligned with applicable command directorates, interagency partners, the Joint Staff, Office of the Secretary of Defense (OSD), Service Force Providers, and the Command's components, regions, and separates. DUTIES: Serves as the Operations Strategic Officer for the USNORTHCOM Directorate of Operations. Orchestrates strategies to enhance operational effectiveness and efficiency across the Directorate. Serves as the USNORTHCOM Senior Strategic Officer for the Command Battle Staff. Performs strategic human capital and talent management studies to develop and support successful workforce initiatives for the Directorate. Exercises personnel management responsibilities. Requirements Conditions of Employment Qualifications CONDITIONS OF EMPLOYMENT (CONTINUED): IAW DoDI 3020-42 the position has been locally, or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42, Defense Continuity Programs. This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position. This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Future Operations Center (FOC), Future Plans Center (FPC), Joint Logistics Operations Center (JLOC), N&NC Deployment and Distribution Operations Center (NDDOC), Joint Intelligence Operations Center- North (JIOC-N), Joint Cyber Center (JCC), and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations. This position is subject to uncommon tours of duty, shift work, and/or may be "on call" after normal duty hours, which may include evenings, weekends or holidays. Position is subject to short- or no-notice recall to duty during exercises, crises, or contingencies. Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated as the discretion of the supervisor or at the employee's request. QUALIFICATIONS: In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Management and Program Analysis (0343) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-14 (or higher) grade level or equivalent (may have been obtained in the federal service, military, or public sector). Examples of specialized experience include expert knowledge of the Agency missions, functions, goals, objectives, work processes and sources of funding; advanced knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to military strategy in performance of Homeland Defense (HLD), Defense Support of Civil Authorities (DSCA), and Theater Security Cooperation (TSC) operations within or which affect the Unified Command Plan established Area of Responsibility; expert knowledge of the mission, roles, functions, organizational structures, and operation of DOD, OSD, the Joint Staff, military services, International Partners, and Bi-National Commands such as NORAD, interagency partners including DHS, FEMA, other Federal Departments and supporting agencies; proficient knowledge of federal principles, concepts, practices, policies, and directives governing strategic and analytical operations planning; and mastery knowledge of the full range of federal human capital management principles, concepts, and practices, statutes, executive orders, regulations, and other directives governing strategic workforce management and workforce shaping. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inĀ­-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the federal principles, concepts, practices, policies, and directives governing strategic and analytical planning, critical to combatant command level operations. Knowledge of organizational structures, missions, objectives, operating programs, policies and procedures DoD, Services, Joint, national intelligence organizations, state and federal emergency organizations, and other pertinent interagency organizations (e.g. FEMA, DHS, DOJ, DOE, EPA, etc.). Knowledge of military strategic and tactical concepts, principles, processes in all domains - air, land, maritime, space, and cyber. Skill in written communications sufficient to prepare briefings, papers, or reports used at the OSD, Joint Staff, CCMD, Service, Federal Department/State level which enable national and international decisions. Ability to respond in a high stress/high consequence environment, make critical characterization judgments, and formulate recommendations that may have major national impact. Ability to identify, assemble, and analyze facts to draw accurate conclusions, correct inferences, enervate and evaluate alternatives, and develop recommended solutions. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
