Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPERVISORY IT SPECIALIST (NETWORK) (TITLE 32), Position Description Number D2174P01 and is part of the IL 126, National Guard. Responsibilities As a SUPERVISORY IT SPECIALIST (NETWORK) (TITLE 32), GS-2210-12, you will perform a full range of supervisory functions providing administrative control and technical direction and oversight for subordinate personnel within the Section. Major Duties - This is NOT an all-inclusive list: Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work. Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of incumbents. Interview candidates for positions in the unit; recommend appointment, promotion, or reassignment to such positions. Hear and resolve complaints from incumbents, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager. Provide technical expertise and management oversight, in the installation, administration, optimization, and operation of multiple large and enhanced complex networks and communication systems. Maintain required information assurance certification IAW DoD 8570.01-M, Federal Information Security Management Act of 2002, Clinger Cohen Act of 1996, in order to ensure the rigorous application of information security and information assurance policies, principles, and practices in the delivery of all information technology services. Independently oversees installation, configuration, testing, migration, integration, and operation within the network operating environment, ensuring appropriate allocation of resources and minimal service disruptions, and advises customer support specialists, by providing post-implementation support to end-users. Provide detailed information regarding all technical aspects of equipment, software, and systems. Develop and recommend technical solutions to mission and customer requirements. Define broad objectives as to scope and priorities of projects and requirements in the section and guides subordinates in the achievement of those objectives. Determine time frames and schedules section personnel assignments to meet objectives. Identify and address critical operational issues and certifies operational readiness of networks, equipment, components, software, and systems for organizations located on or serviced by the activity. Requirements Conditions of Employment This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Males born after 31 December 1959 must be registered for Selective Service. Federal employment suitability as determined by a background investigation. May be required to successfully complete a probationary period. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. IAW The Fair Chance Act, Agency employees may not request criminal history information at the point of initial application, upon receipt of an application, or prior to, during or after a job interview. If an Optional Form (OF) 306, Declaration of Employment is submitted prior to the point of a conditional offer, questions related to background information section may not be asked. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. Must be certified IAW DOD 8570.01-M, Federal Information Security Management Act of 2002, Clinger Cohen Act of 1996 and current AF directives. Conducts travel to and from offsite worksite(s) from the normal work area to perform assigned duties. This may include Operating Locations (OL) and/or Geographically Separated Units (GSU). Due to distances involved, travel may involve one or more overnight stays. THIS POSITION CONDUCTS INFORMATION ASSURANCE FUNCTIONS. THE INCUMBENT SHALL COMPLY WITH THE REQUIREMENTS OF THE CERTIFICATION PROGRAM AND WILL BE REQUIRED TO OBTAIN AND MAINTAIN CERTIFICATION. CERTIFICATION REQUIREMENTS ARE OUTLINED IN DOD INSTRUCTION 8570.01-M Participation in direct deposit is mandatory. Qualifications AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code ยง 709), the only area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. Military Grades: ENLISTED - Maximum Rank E7- Minimum Rank E9 GENERAL EXPERIENCE: MUST possess experience, education, and/or training that has provided a basic knowledge of data processing functions and general management principles that enabled you to understand the stages required to automate a work process; experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position. SPECIALIZED EXPERIENCE: GS-12 Level MUST possess at least 1-year of specialized experience at the GS-11 Level which includes specialized experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization; experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls; experience that required adaptations of guidelines or precedents to meet the needs of the assignment; experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. SPECIALIZED SUPERVISORY EXPERIENCE: MUST possess supervisory experience which includes experience in managing the function of the work to be performed; experience which includes leading, directing and assigning work of personnel. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
